In the year 1952, the Department of Public Safety (DPS) through Public Law 1-88 created the Fire Division to provide the Territory of Guam with fire suppression, fire prevention, rescue, and emergency medical care. The Fire Division in its effort to provide these services to the people of Guam has created a milestone that equates to any fire organization in America. In brief, the Fire Division’s chronological history speaks for itself.
1952:

Creation of the Fire Division as a part of the Department of Public Safety to address the protection of life and property from fire and other man made disaster. Sinajana, Barrigada, Tamuning, and Dededo Fire Stations were created.

1955:

Establishment of fire volunteer stations in various areas. Volunteer stations in Inarajan, Merizo, Umatac, Talofofo, and Yigo were created.

1962:

Feasibility study was conducted on ambulance service to improve ambulance response to general public.

1963: Fire service expanded to western part of island. The Agat fire station was erected and manned.
1964:

Upgrading of fire prevention services. The Tamuning Fire Station was erected and manned.

1965:

Full implementation of ambulance services on the island. Ambulances were place strategically at various substations.

1969:

Adoption of the American Insurance Fire Prevention Code (Public Law 10-80) as the Territorial Fire Code to provide the Territory of Guam with the basic safety standards in fire prevention and control.

1972: Expansion of fire protection services, and the construction of the Piti Fire Station.
1974: DPS reclassification and pay range reassignment was adopted.
1975:

Expansion of fire protection and EMS/Rescue service capabilities.

1976:

Expansion of fire protection services as well as the construction of the Umatac-Merizo and the Yona Fire Station.

1977:

First Fire Cycle began with a curriculum made of all fire related courses aimed at creating a professional firefighter for the Territory of Guam.

1978:

Salary reclassification survey changes in DPS, adjusted salary implemented.

1980:

Passage of Public Law 14-11 or the “Emergency Medical Service (EMS) Act”, to provide the Territory of Guam the basic emergency medical standards and initiate the need for certification of Emergency Medical Technician-Ambulance (EMT-A) and ambulance equipment. The first female firefighter graduates with the 4 th Fire Cycle to provide the island with basic EMS.

1981:

Formal acceptance of the Fire curriculum at the Guam Community College to provide the island with a Fire Administration Program which will lead to an associate degree under Criminal Justice. This is in accordance with DPS minimal requirements needs.

1982:

Expansion of the fire protection services. Passage of Public Law 16-120 a law appropriating funds for the construction of fire stations in Yigo and Talofofo.

1983:

The 5 th Fire Cycle graduates as Firefighter-EMT.

1985:

Passage of Public Law 17-78 on March 13 as the Fire Division separates from DPS, thus creating the Guam Fire Department. The 7 th Fire Cycle commences training at the Guam Community College.

1986:

Passage of Public Law 18-29 on January 10 establishes a task force on wild-land fires, which will include one representative from GFD.

Start of the 9th Fire Cycle.

1987:

Passage of Public Law 18-48 on January 2 appropriating $595,130.00 from the General Fund to pay for overtime payments since January 1, 1985.

Start of the 10th Fire Cycle.

1988:

Passage of Public Law 19-34 on December 19 appropriates$300,000.00 from the General Fund for the purchase of 5 ambulances. Also authorizes the Governor to enter into a municipal-type lease-purchase agreement to procure a 6 passenger helicopter for fire-fighting, air-sea rescue, and air-ambulance services.

Passage of Public Law 19-38 on December 30 appropriates $1,197,752.00 from the General Fund for equipment purchase, assignment of personnel, and the construction of a fire station in Yigo.

Passage of Public Law 19-39 on December 30 appropriates $100,000.00 from the General Fund for overtime pay covering for FY ’88 – ’89.

1989:

Passage of Public Law 19-52 on January 16 entitles a GFD firefighter who performs work as an EMT-A and is a certified EMT-A to differential pay at the rate of his/her regular pay plus 15%.

Passage of Public Law 20-81 ON September 14 appropriates the remaining balance of the $58,875.00 appropriated in P.L. 19-24, plus an additional $40,125.00 from the General Fund for GFD’s Capital Outlay as set out in P.L. 20-3 for the purchase of three ambulances, of which one will be assigned to the Umatac Fire Station.

Start of the 11th Fire Cycle.

1990:

Passage of Public Law 20-149 on March 21 appropriates $700,000.00 from the general Fund to hire 30 additional firefighter I’s.

Passage of Public Law 20-172 on May 17 repeals and reenacts §6219(a) of Title 4GCA, which set 106 hours as the standard per pay-period for all firefighters except the Fire Chief. Any hours worked over 106 will be considered overtime (hourly rate x 1 ½).The Civil Service Commission shall adjust the pay schedule.

Passage of Public Law 20-174 on May 17 amends section 9 of P.L. 20-149 to include salaries, benefits, and supplies to the existing section.
Passage of Public Law 20-206 on August 20 appropriates $500,000.00 from the General fund for the purchase of one aerial ladder.
Passage of Public Law 20-207 on August 20 appropriates $60,000.00 from the General Fund for the purchase of one chemical foam fire truck.
Passage of Public Law 20-207 on August 20 appropriates $60,000.00 from the General Fund for the purchase of one chemical foam fire truck.

Passage of Public Law 20-220 on August 31 appropriates $777,795.00 of the General Fund from Fiscal Year 1991 for the purchase three 5,000 gallons water tankers and place them in the north, central, and south. They will serve as the primary back-up unit for the station’s current fire-fighting equipment, and as accessible transport of potable water in emergency situations.

Start of the 12th Fire Cycle.
1991:

Passage of public Law 21-52 on September 20 appropriates $60,000.00 from the general Fund to furnish and equip the Dededo($5,000), Tamuning($5,000), Barrigada($5,000), Sinajana($5,000), Yona($5,000), Inarajan($5,000), Umatac($5,000), Agat($5,000), Piti($10,000), Agana Boat Basin Rescue facility($5,000), and Agat harbor patrol facility($5,000).

Passage of Public Law 21-53 on September 20 appropriates $800,000.00 from the General Fund to DPW to construct a fire station in the municipality of Dededo. The Governor of Guam after consulting the Dededo Municipal Planning Council, will select the appropriate government-owned site.

Start of the 13th Fire Cycle.
1992:

Start of the 14th Fire Cycle.

1993: Passage of Public Law 22-52 on December 2 established a capital outlay revolving fund to purchase emergency rescue, and firefighter vehicles and emergency and life support equipment. Adding a new § 72106 to 10 GCA. Also authorizes the collection of fees for non-emergency ambulance use, making building inspections, and issuing burning permits. Also authorizes the collection of fines for creating fire hazards, failing to correct deficiencies resulting from building inspections, or non-compliance with the fire code. All fees and fines collected shall be deposited into said fund.
Start of the 15 th Fire Cycle.
1994:

Start of the 16 th Fire Cycle.

1995:

Execute Order 95-19 on September 25 State of Emergency declared in order to purchase three to four ambulances for the Guam Fire Department. An amount not to exceed $250,000.00 is to be appropriated from the General Fund for immediate procurement of as many ambulances as funding allows.

Passage of Public Law 23-43 on October 5 to amend the Fire Chief Qualifications as set forth in §3105 of Title 5GCA. Qualification for college degree now includes Public Administration or closely related field with at least 10 years of fire service.

1996: Passage of Public Law 23-77 on March 3 transfer of operation of the Emergency 911 Telephone Communications System from Civil Defense to the Guam Fire Department.

Start of the 17th Fire Cycle.

1997:

Passage of Public Law 24-05 on March 19 establishment of an Aircraft Rescue and Fire Fighting Unit within the A.B. WonPat Guam International Airport Authority, adding a new article 3 to chapter 1 Title 12GCA.

Passage of Public Law 24-57 on June 30 appropriates $80,000.00 from the General Fund Emergency Medical Director and for the training and certifications of EMTI’s.

Passage of Public Law 24-59 on September reallocates $150,000.00 of the Department’s budget to fund the services of a licensed physician to serve as full time Medical Director.

Start of the 18th Fire Cycle.

1998:

Passage of Public Law 24-158 on April 9 approves and authorizes the schedule of fines for violations of the Uniform Fire Code in accordance with P.L. 22-52.

Passage of Public Law 24-244 on August 14 $150,000 to be budgeted from the Department’s budget to fund a Medical Director’s Office for GFD.

2001: Passage of Public Law 26-35 on October 1 creates a Firefighters Equipment Replacement and Repair Fund for the sole purpose of replacing and repairing essential fire fighting equipment. The sum of $600,000.00 is appropriated from the General Fund and is to be deposited into the said fund.
2002: Passage of Public Law 26-153 on October 31 appropriates $50,000.00 to GHURA to supplement the approximately $278,000.00 earmarked for the procurement of a new Fire Apparatus for GFD.
2004:

Passage of Public Law 27-67 on February 4 Establishes a “Community Fire Fighter Reserve Program” within the Guam Fire Department which shall provide a pool of trained fire fighters to augment the department’s needs during extreme local emergencies to insure proper and effective service to the island community and the people of Guam, by adding sections 72107A through 72107D to title 10, Guam Code Annotated.

Passage of Public Law 27-99 on June 25 an act to appropriate a cumulative amount of $600,000 from the GFD Lease Purchase and/or Program Fund for the emergency procurement of fire trucks, emergency life saving equipment and or supplies, and fire fighting apparatus for the Guam Fire Department and for the repair of ambulances.
Passage of Public Law 27-106 on October 1 appropriation of $160,000 to Guam Fire Department from Tourist Attraction Fund for repair of sky lift and procurement of an ambulance with maintenance agreement.
